Thatcher Chemical's history of mishaps goes back to at least the 1990s, and that history deserves more attention.

    Tekakaromatagi's comment is exactly right.

Thatcher has not had a good safety record. Most everything has been minor, people evacuated, going to the hospital. It was not that they were lucky, or unlucky. This is the natural result of a lax attitude on safety.

There is this thing called the "Safety Pyramid". A 1000 near misses are accompanied by 100 minor injuries, 10 major injuries and 1 fatality. Sure they've had a lot of minor stuff. But the mentality that creates minor incidents will eventually be the mentality that creates something really major.
