Low-income Utahns should share in tax windfall, advocates say

    There is the concept of the negative income tax. Everyone over 21 would get $13,000 a year. $3,000 would go to health insurance. From the standpoint of a conservative this is the dole and not liked. On the other hand it would eliminate Medicare, Medicaid, Welfare, and Social Security. Conservatives would like that.. So there is something for both parties. So if a woman had a child her partner or husband could live with her. There would be no incentive to have unlimited numbers of children with different men. It's an idea.

    So instead we’re going to force toll roads, and raise the sales tax among other things.
