I thank Representative Love for being a member of the Congressional Climate Solutions Caucus. I encourage Utah's other Representatives to join her.

The Carbon Capture Improvement Act "amends the Internal Revenue Code to authorize the issuance of tax-exempt facility bonds for the financing of qualified carbon dioxide capture facilities". So, its a tax transfer program. Who pays the lost revenue?

The Public Land Renewable Energy Development Act "make funds available to federal, state, and tribal agencies for distribution in regions in which renewable energy projects are located on federal land for: (1) restoring and protecting fish and wildlife habitat and corridors for affected species and water resources in areas affected by wind, geothermal, or solar energy development; and (2) preserving and improving recreational access to federal land and water in an affected region" Who pays so that the government can "give" money to federal, state and tribal agencies?

I'm not against any of this, but I want to know who pays the bill and who is lobbying for our tax money.
