Down here in sunny St George, water bills are subsidized by property taxes.
This diminishes the market incentive to conserve water. Last time I
checked we pay less per gallon than people in Salt Lake and about half as much
in people in Las Vegas.
Great idea! Let's expand this encouragement to businesses, as well. I see
so many businesses who water in the middle of the day. Moreover, they have so
many parking strips of grass that serve no purpose. They'd be better off
switching to a drought-resistant landscape.
Cities or Salt Lake County or both should give financial incentives or help to
those that need it to take out part or most of their lawns. Many would probably
be happy to do it with some help to replace with something else.
