The queen (Snow White), Maleficent, Scar, The old fart cowboy from one of the Toy Story Movies, The Wicked Step Mother (Cinderella), the list goes on and one. This list is a second tier villian list.

Gotta disagree with ThCullimore. You mentioned that Gaston "acted in the interest of the town." Hardly. Gaston like all true villains acted only in the interest of himself. In fact that is all he ever did. Thought process, "If I kill the big bad monster then Belle too will fall at my feet in worship."

But never fear. I'm sure the new Disney Maleficent will show us all that she is, in fact, not, and never was evil; simply misunderstood and never got a break or the love she needed.

I don't know about most evil - probably Scar. But Maleficent was by far the most terrifying. The movie came out when I was 5; it was the first movie I ever saw. Scared me about to death. Nobody ever came close to being that scary until Ursula - my poor 4 year old son reacted to her just like I did to Maleficent so many years before.

Cruella Deville, Ursula and the Wicked Queen from Snow White don't even get an honorable mention? Really???

Scar is the ultimate villain. Killing (at least attempting) your brother and his child to gain power is Shakespearean in nature. Yes, I know it is supposed to be. Jeremy Irons' voice added just the right creepiness.

You forgot Mother Gothel. Now there's a villain. And also, Clayton from Tarzan, and of course, Hans from Frozen. I'm a total Disnerd. Disney nerd;)

Gaston is hardly a villain, though he is often perceived that way. If we look at it like this, Gaston is the most popular guy in town. He normally gets his way, and is viewed as a town hero. He constantly has women throwing themselves at him, but he wants the one who doesn't. He tries to court Belle in his customary manner, but that doesn't work. Then he finds out that there is a monster living not far from his village. He takes action to defend his village from this unknown monster. Did Gaston have all the facts? No, but on his limited understanding, he acted in the interest of the town. That is hardly a villain.
(Note, please don't take me too seriously on this)
