I think this puts an end to the CUP project to pump water from a Green River that feeds the Colorado river that feeds into Mexico and western US states. Its may be why the CUP was defunded, to preserve the Colorado river system from being exploited to develop deserts into opulent east coast industrial giants.

The deseret is what it is, a desert with very limited growth and industrial development.

So with the CUP dead, will the state of Utah repeal the 60 year old bond that in-debts taxpayers of Utah for a multibillion dollar project that can never be completed or finished because of environmental scorched earth dehydration processes? I think its only right and the honoraable thing to do so we can redirect this tax to economic food to feed the economy with consumer cash and carry spending.
