    For once I agree with BO -- with one amendment -- provide allowance for restriction of tapes if release would compromise an investigation or jeopardize the safety of an officer or citizen. (A court could determine that.)

    As for the ACLU -- behave yourself and you won't have to worry.

    OK, if you are going to have them may I suggest that they be used in all public encounters and be made available to the public and the press.
    GRAMA, FOIA, whatever you call it. Declare it publicly available to all without a court order.
    And keep it all for a year.
    With recent problems at WVC this is a nice plus.
