factor in costs. It is a percentage of annual income!
So if you live
in a state with high insurance rates but also high incomes, you might have
"cheaper" insurance than another state with lower incomes. It also
doesn't factor in the types of cars being insured or the types of insurance
most people get (full coverage vs liability only).

Wow, AK is 3rd lowest. I wouldn't have guess it, knowing how our 6
month winters take their toll.
