    McDonald appears to be a good choice, even though his accomplishments at Proctor & Gamble were not very impressive.

    However, he really needs to be given the tools to hire and fire people without the interminable civil service hearing, appeal and delay process. He needs to find people who have screwed up and get rid of them on the spot. If not forever, at least for a period of 3 years until he can turn this mess around.

    I wish him well. Our veterans deserve better than what they have been getting, and it is not really a matter of funding, it is how the funding and other assets are used, and what behavior is rewarded.
