So some students are exempt from the test?

The problem is, Milford Elementary has almost no services for children with learning disabilities or other special needs. They avoid testing students for an IEP because they know they have no services to help them. It's great their test scores look good, but the there is more to education than test scores. A lot of children are not getting the education they deserve.
