State Rep. Evan Olsen, R-Cache County, says he may just be a voice crying in Utah's political wilderness, but nonetheless he'll ask the Legislature to put all of a $110 million revenue surplus into a "rainy day" fund.

Olsen also wants lawmakers to attach a state constitutional amendment to the fund as a measure of protection. "It would require a two-thirds vote in both houses of the Legislature to tap into the account so it would be protected from special interests trying to take it over," he said.
