Gov. Norm Bangerter has announced 15 counties in the state are eligible as enterprise zones, which allow for corporate franchise or personal income tax credits for investment and job creation.

To be eligible for enterprise-zone designation, a county must meet two of three criteria: an average per capita income of 80 percent or less of the statewide average, an average annual unemployment rate of 150 percent of the statewide average, and a net population decrease during the past three years.

The governor said the counties deemed eligible are: Beaver, Carbon, Duchesne, Emery, Garfield, Grand, Juab, Millard, Piute, Rich, San Juan, Sanpete, Unitah, Wasatch and Wayne.
