FILE - A man accused of tying up his teen son and beating him multiple times with a belt has been arrested for investigation of felony child abuse.

WEST VALLEY CITY — A man accused of tying up his teenage son and beating him multiple times with a belt has been arrested in a felony child abuse case.

Isbell Pupa, 55, was booked into the Salt Lake County Jail for investigation of child abuse causing serious injury and witness tampering.

Pupa was arrested Tuesday night, but West Valley police indicated in a booking report that officers had been "conducting an ongoing investigation."

Four children live in Pupa's home. A 14-year-old boy told police "he was 'hogtied' with a long blue rope, his mouth was covered with his sister’s medical wrap and (Pupa) struck him on his bare back, arms and legs with a black work belt," the report states.

The teen said he was hit with the belt at least 10 times. Detectives noted "scars on his back, arms and legs," the report states.

A 4-year-old boy in the house told police that Pupa had instructed him to say "no" if anyone asked if he had been hit, according to the report
