• Gov. Gary Herbert will speak to the Legislature and Utah residents, offering his vision for the legislative session, at his 2018 State of the State address at 6:30 p.m. in the House Chamber at the Capitol.

• The Senate Judiciary, Law Enforcement and Criminal Justice Committee will discuss across-the-board fee increases for public safety services, including raising the cost of a driver's licenses from $25 to $32 and a learner permit from $15 to $19. SB16, sponsored by Sen. Daniel Thatcher, R-West Valley City, will present the bill to the committee at 2 p.m. in Room 250 of the Capitol.

• Sen. Peter Knudson, R-Brigham City, has revived a proposal to end the use of carbon monoxide gas chambers at animal shelters. SB50 is a revised version of Kundson's 2017 proposal to replace CO gas chambers with lethal injection as a form of euthanasia for shelter animals. The Senate Natural Resources, Agriculture and Environment Committee is scheduled to discuss the bill at 2 p.m. in Room 415 of the Capitol.

• A bill that would help the Utah Department of Transportation to impose and collect tolls on certain roads is up for discussion in a meeting of the Senate Transportation, Public Utilities, Energy and Technology Committee at 2 p.m. in Room 215 in the Senate Building.
