President Leslie Manigat has rejected the transfers of several high-ranking army officers, publicly challenging for the first time the powerful military command that ensured his election.

The apparent power struggle began when Lt. Gen. Henri Namphy, head of the three-man junta that ran Haiti until Manigat's election in January, ordered the transfers or retirements.Manigat on Wednesday overruled the orders, claiming they were unconstitutional since he had not been consulted.

It was unclear whether Manigat had prevailed.
