PROVO — A mother and father were jailed Tuesday after police said they left two children outside on one of the coldest nights of the year.

Neighbors called police when they found a 4-year-old boy in the snow dressed only in his pajamas about 5:30 p.m., according to an affidavit filed in 4th District Court. The child was screaming for his father.

An 18-month-old was also outside as temperatures dipped into the single digits. He was "screaming at the top of his lungs" and leaning against the front door, "making it impossible to open the door without him getting pushed down the stairs," the affidavit states.

The father soon pulled up in a van, and according to police, he had an odor of alcohol on him.

Officers checking inside the home found the mother passed out face down on the couch. Police said she was "extremely intoxicated" and it took five minutes to wake her up.

The children were handed over to the state Division of Child and Family Services, said Provo Police Capt. Cliff Argyle.

Richard Kelly, 37, was booked for investigation of child abuse and driving under the influence. Amber Palmer, 23, was booked for investigation of child abuse and resisting arrest.
