We have a crisis with our federal legislative system. Our Congress is currently failing. Both the House and the Senate have a poor record of passing legislation in the core subjects of energy, immigration, health care and the economy. We should create an end-of-session core test to measure their success — No Congress Left Behind.

Every year in June, Congress will have to show Annual Yearly Progress by passing legislation in each of the core areas.

If Congress does not make AYP, they will be put on probation. If they fail for three consecutive years, they will be replaced by a new Congress and the current members will be sent back to the state level to be retrained.

Any congressman not making AYP in June will have to attend a summer session to remediate the problem. No summer recess.

Maybe Congress, like our students, needs to be held more accountable.
