A multicounty board with plans for a regional landfill says it will back off its challenge of a citizen referendum on the proposal.

The Northern Utah Regional Landfill Authority members say they'll spend their money on an education campaign instead.

NURLA wants to spend $10 million to buy a landfill in Box Elder County and expand it to take in garbage from five counties. Box Elder County commissioners voted to sell, but a citizens group opposed to the project collected 4,000 signatures and put the issue on the November ballot.

NURLA filed a court challenge of the referendum in April, but a judge rejected it.
