The Deseret News editorial headed "Don't bring Prop. 13 here" (June 20) concludes with the assertion that "Utah does not need to adopt California's failed system." As a former Californian, I know that Prop. 13 is extremely popular. It is anything but a "failed system." Your editor just plain doesn't know whereof he speaks.

The editorial correctly states that Californians pay higher property taxes than do Utahns. The editorial omits saying that Utahns pay higher income taxes, as well as paying sales taxes on food. The relationship between different taxes is a matter of state choice.

Given space comparable to your editorial, much more could be said. Suffice it to say that Californians value Prop. 13 because it is anything but a "failed system." Its success is that it overthrew a truly failed system.
