KAMPALA, Uganda — A Ugandan minister says peace talks have failed with a rebel group that has waged a brutal 21-year old insurgency in northern Uganda.

Minister of State for Defense Ruth Nankabirwa says the government has given up on negotiating with the Lord's Resistance Army because its leader Joseph Kony has failed for months to sign a final peace agreement.

The autonomous government of Southern Sudan has mediated the negotiations since July 2006.

Nankabirwa made the announcement on Thursday.
