City Ombudsman Sally Harding has received the Meritorious Planner Award given by the Utah Chapter of the American Planning Association, in recognition of her 31 years of service in Provo.
Harding began her career in 1957 as the first Planning Commission secretary, where she served for more than 15 years. During much of this time she maintained the Planning Commission records, which were kept under her bed at home. With creation of the full-time Community Development Department, Harding continued her service as secretary to the Planning Commission. In 1986, Provo Mayor Joseph Jenkins appointed Harding as city ombudsman in the Community Development Department."Sally Harding has bridged the gap between citizen planner and professional planner," said Leland Gamette, community development director. "She has provided a major educational role to the Planning Commission, community organizations and citizens of the City of Provo."
