Rick Black has joined Jacobs Carter Burgess as an environmental group leader with the Transportation Division in Salt Lake City. Black has more than 20 years' experience working with federal and state agencies and has expertise in planning, natural resource research, impact analyses and transportation planning environmental planning, and water and oil, gas and mineral mining issues. His education includes a degree from Brigham Young University.

Victor A. Taylor has been named president of the law firm Parr Waddoups Brown Gee & Loveless. Taylor, with experience in real estate development and finance, succeeds Steven J. Christiansen, who held the position for the past year. Taylor's education includes a degree from Brigham Young University. Also, Rachel Child has joined the firm as marketing assistant. She previously was marketing coordinator at another law firm in Salt Lake City. Her education includes a degree from Utah State University.

Nathan Bingham has been named manager of the new Harmons branch of America First Credit Union in Draper. Bingham started with AFCU in 1998 as a member service representative in the member service call center. Since then he has served as in several roles, including assistant manager at the Brigham City, Harrisville and Sandy branches.

Nicole Lengel has joined Republic Bank in Bountiful as senior vice president and chief financial officer. She began her career as a CPA in the auditing profession and has more than 14 years' experience in banking and accounting. Prior to joining Republic Bank, she was the vice president and chief financial officer for a bank in Salt Lake City. Her education includes a degree from Utah State University.<

• United Way of Salt Lake has made several personnel announcements. The agency has created a new department, partner and community engagement. Kristine Pepin has been promoted to vice president of partner and community engagement. Karen Wright has been named the community engagement specialist and Jennifer Hatch has been named the partner and community engagement assistant. The department will manage volunteer opportunities and engage the agency's community partners. Also, Jason Castor has been promoted to senior director of resource development at United Way of Salt Lake. He was formerly the corporate relations director. Castor will oversee United Way of Salt Lake's $16 million annual resource development efforts, including workplace giving, foundation giving, planned giving and major individual giving. Lynne Shaffer has been named United Way of Salt Lake's regional director of Davis County. Shaffer started as the executive assistant to the president and CEO, Deborah S. Bayle. Stella Narajowski has been appointed the marketing assistant. She brings marketing experience to the team and was formerly the assistant to the resource development department head. Mary Anne Davies has been named Community Impact Manager, Protecting and Meeting Basic Needs. Davies formerly was a public policy specialist with the agency. United Way of Salt Lake has changed Jerilyn Stowe's title to Community Impact Manager, Improving Financial Stability. Stowe is now responsible for efforts surrounding this priority, development and management of the statewide strategic initiative Utah Saves and the establishment of new and existing partnerships in all Utah counties. Kari Waring has been hired as executive assistant to the president and CEO. Waring will be responsible for providing general assistance, as well as scheduling, for the president and CEO.

Spencer Goates has joined Windermere Real Estate/St. George LLC Inc. as sales associate. Goates was been a sales agent for four years with another realty agency.

• Utahn Penny Walker recently was appointed national director of tribal relations for University of Phoenix. Walker will travel across the country, meeting with tribal elders, parents, educators and students to ensure University of Phoenix is doing what it can to support Native American students in getting an education.

Jonathan Munk of Provo, Rob Wakefield of Orem, Devin Knighton of Pleasant Grove and Michael Smart of Orem have joined the board of Utah Valley's Public Relations Society of America. Munk, public relations and e-mail marketing manager at Logoworks by HP, will serve as secretary. Wakefield, an associate professor in Brigham Young University's Communications Department, will serve as the new accreditation chairman. Smart will fill the position of ad-hoc representative. Smart is a media relations manager at Brigham Young University. Knighton is public relations director at Mozy, which was acquired by EMC last year. He will fill the position for programs and professional development.

Bret Carter has been named manager of the South Jordan branch and Gary Gray has been named manager of the Herriman branch of Mountain America Credit Union. Carter previously was an account executive in the credit union's Select Member Services department of Mountain America. He has 18 years of financial industry experience. Gray has more than 15 years of financial industry experience.

Mark Pavoni has been promoted to principal at HFSArchitects. He joined HFSA in 2003.

John Robertson has been named vice president of engineering at Revinetix. Robertson previously was a product manager at a clustered-computer company and has worked in the development of architectural and product integration designs during his tenures at three other companies.

Gary Gessel, whose background includes a degree from Brigham Young University, has been appointed president and chief operating officer of Masco Corp.'s Milgard Windows & Doors company, based in Tacoma, Wash. He returns to Milgard after a three-year absence during which he served as president of a not-for-profit organization. Prior to that, he was with Milgard from 1992 to 2004 as executive vice president and chief financial officer. He also has executive experience at three other companies.

Craig R. Calafati has been appointed senior vice president of national sales for Celtic Bank. Calafati will manage the expansion and production of loan origination offices throughout the U.S. Calafati has more than 23 years of experience in commercial real estate sales, development and finance.

Chris Coombs has been named branch manager of the U.S. Bank office located inside Smith's Food & Drug Store in Sunset. He is responsible for overall management of retail branch activities, including customer service and sales. Coombs has been a member of the U.S. Bank at the branch in Sunset since 2004. He has been co-branch manager, an assistant branch manager, senior banker and personal banker.
