Encouraging the general public to report bad drivers to the Department of Motor Vehicles is opening a can of worms. We now report a drunken or unsafe driver on the road to our UHP so a qualified peace officer can stop them and investigate which is OK in my book. But asking the public to report their neighbors is too reminiscent of the "brown shirts" with swastikas. What happens to the right to face our accusers? How many divorce participants will "get even" with a former spouse? How many neighborhood squabbles will be settled by the DMV? Having the public involved where only trained peace officers should be investigating is a bad idea.
