Bill Dulen

ROOSEVELT — Authorities are seeking the public's help to find a missing 40-year-old man wanted for questioning in the suspected sexual abuse of a child.

Roosevelt Police Lt. Ben Lemmon said officers have been looking for Bill Dewayne Dulen since his abandoned truck was discovered Monday in a remote part of neighboring Uintah County. The Roosevelt man was last heard from on Saturday.

Lemmon said Dulen's wife, Laura Dulen, confronted her husband in a telephone call Saturday after she discovered a note in their home from a 7-year-old girl.

"(The wife) called him on his cell phone and confronted him," Lemmon said. "He told her, 'I'm sorry' and 'You may not hear from me again."'

Laura Dulen said Wednesday her husband's cell phone had been turned off when it was found in his truck. She also said there were three checks written by her husband on Saturday, one to a man whose name she didn't recognize. Lemmon said police are still trying to track down that individual.

"We've been running leads left and right," Lemmon said. "I don't know how many hours we've put into this case."

A search of the area surrounding Dulen's truck turned up footprints leaving the truck's passenger side and walking back to another set of tire tracks. Lemmon said there were no other footprints in the freshly fallen snow. There have been multiple searches of the area this week, he said.

"We strongly believe he got into a vehicle and left the area," Lemmon said, noting that family members are worried that Dulen may have harmed himself.

"I don't know if we share that same feeling. I personally believe — and I could be absolutely wrong — but I have this gut feeling that he's running," the lieutenant said.

Investigators executed a search warrant on Dulen's home and truck Tuesday. Lemmon said items "pertinent to the allegations of sexual abuse" were recovered and are now in evidence. No warrant has been issued for Dulen's arrest.

The FBI and U.S. Bureau of Indian Affairs police are assisting Roosevelt police in their investigation, according to Lemmon.

"We've done everything in the world to try to find this guy," he said. "There's just absolutely nothing to give us any direction of where he might be."

Dulen is 5 foot 8 inches tall and weighs 186 pounds. He has brown hair, brown eyes and wears glasses. He was last seen wearing jeans and a black and gray Oakland Raiders jacket. Family members told police he frequently wears NASCAR hats.

Anyone with information about Dulen is asked to contact the Roosevelt Police Department at 435-722-4558 or call 911.
