For upward of 20 years the Social Security Administration was blithely issuing cards to anyone who applied, without going through the steps of verifying that the applicant was, in fact, a legal resident of the United States. It was only after an inquiry by Sen. Orrin Hatch in late 2006 that they would begin verifying legal residence. I hope they are doing so.

But nothing has been said about revoking the tens of thousands of cards improperly issued in the past, or steps to recover the tens of millions of dollars improperly paid to those not entitled to payments.
