Thank you, Patsy Washburn (Forum, Nov. 21), for reminding us about the paydown of the national debt and the budget surplus under Bill Clinton's watch. It would be more accurate, however, to commend Congress for passing legislation that Clinton was willing to sign. Presidents don't control the purse strings. Congress does. So let's give a round of applause to the Republican Congress that showed fiscal restraint and a president who didn't veto the bills, despite opposition from his own party.
