FARMINGTON — Raymond Bradley Parr, the man prosecutors say made a number of explosive devices that were left at a Layton carwash and in a field near Roy, has been charged in 2nd District Court with three counts of recklessness-incendiary device, all of which are second-degree felonies.

Parr, 47, of West Point, was arrested by Layton police on Sept. 11 and bailed out of the Davis County Jail.

He will have an initial court appearance Oct. 3 before 2nd District Judge Darwin Hansen.
