A frustrated FBI, in a rare move, is publicly offering a $25,000 reward for information leading to the capture of one of the most elusive fugitives in U.S. history, suspected killer Leo Koury.

The FBI took the action Thursday as part of its decade-old manhunt for Koury, charged with two murders and three attempted contract slayings in Richmond, Va., in the mid-1970s.

Koury opened some of the first nightclubs in the capital of the Old South that catered to homosexuals. The murders and attempted slayings were allegedly part of his efforts to scare off competitors.
