Week 3 of the John Elway Hamstring Watch produced some positive news.

Elway practiced Wednesday, reported no ill effects and vowed he will start in Sunday's home game against Philadelphia. The quarterback was upgraded to probable on the Denver Broncos' injury report."It seems to be getting better and better," Elway said Wednesday. "The week off definitely helped me. It's a lot better today."

On Sept. 13, Elway strained his right hamstring in a game against Dallas. He aggravated the injury against Oakland the following week, then felt a twinge in the hamstring during pregame warm-ups against Washington last week and spent the game on the side-line.

Elway, 38, was a full participant in Wednesday's practice, although he didn't do rollouts or bootlegs at full speed.

KRIEG EXAMINED: Tennessee Oilers backup quarterback Dave Krieg had to leave practice early to get a strained Achilles' tendon examined.

Starting quarterback Steve McNair, already nursing a sore hip, sat out practices Tuesday and Wednesday. Krieg, who turns 40 next month, apparently strained his right Achilles' tendon early in the week.

But the strain didn't heal quickly, so he left practice with about a half hour remaining on Wednesday to have his leg examined.

DEBARTOLO JR. TO PAY FINE: San Francisco 49ers owner Edward DeBartolo Jr. has made a plea agreement with prosecutors that will enable him to pay a $250,000 fine and avoid prison, according to a newspaper report Thursday.

DeBartolo testified Sept. 24 before a federal grand jury in Baton Rouge after reaching an agreement in a scheme to illegally influence the awarding of the state's last riverboat casino license, according to an unidentified source quoted by The Times-Picayune of New Orleans.

DOLPHINS SIGN MOORE: The Miami Dolphins, looking to add depth in the backfield, signed former 1,000-yard rusher Ron Moore on Wednesday.

Moore's best season was as a rookie in 1993, when he rushed for 1,018 yards with the Arizona Cardinals. He played with Arizona and the St. Louis Rams last season, rushing for 278 yards.

49ERS NAME BROWN STARTER: Two weeks after being reinstated from a 21-day suspension for conduct detrimental to the team, Jamie Brown was named the San Francisco 49ers' starter at left tackle in place of injured Dave Fiore.

Fiore dislocated his right kneecap and tore his medial collateral ligament when he was caught in a fourth-quarter pileup while pass blocking in Sunday's victory over Atlanta. He underwent surgery Tuesday and will be sidelined for up to 10 weeks.

PACKERS SIGN BOLDEN: The Green Bay Packers strengthened their special teams coverage and solidified their depth at cornerback, claiming Juran Bolden off waivers from the Atlanta Falcons.
