Eventually, maybe Congress will return to the issue of health care and the patients' bill of rights: You have the right to remain angry if your hospital has a drive-up maternity window.

- As a patient, you have the right to remain puzzled when you are being helped down the hall by a 75-year-old hospital volunteer who is sicker than you are.- Ditto if you have just come back from surgery and the patient in the bed next to you is watching Jerry Springer with the volume on full-blast.

- If your hospital cannot afford artificial hips, and suddenly, all of the larger dogs in the community start disappearing - you have the right to pass up the operation.

- When you check out of the hospital, and there is no attending physician at the cashier window - you have the right to sue.
