Abortion rights advocates scored their second win in less than a week when a bill making it harder for teenagers to obtain abortions stalled in the Senate. The bill's Republican sponsor said it probably was dead for the year.

The measure stalled on a 54-45 procedural motion Tuesday. Sixty votes were needed to halt debate and proceed to consider the bill, which would make it a crime to avoid state parental involvement laws by taking a minor to another state for an abortion.
