Officials estimate that nearly 400,000 people will stampede the city of Lorient in the French region of Brittany to hear oddities like techno-bagpipes as the 28th InterCeltic Festival begins Friday. Among the musicians leading the bill at the festival, which promises to unite more than 4,500 artists, will be Alan Stivell, whose works fuse Celtic, rock and techno music, including those bagpipes. The festival runs through Aug. 16.
