A young, telegenic state senator and rising star in the Legislature was charged Friday with Medicare fraud, becoming the highest-ranking figure caught up in the corruption investigations that have engulfed Miami politics.

Sen. Alberto Gutman, a 39-year-old Cuban-born Republican who represents Miami's Little Havana section, was accused with his wife of bilking Medicare in the early 1990s by submitting fraudulent requests for reimbursement through two phony home health-care agencies he co-owned.
