The city's legal staff raised some eyebrows late last year when it developed a sexually oriented business ordinance for Layton. No such businesses headed to Layton, but city officials just wanted to be prepared.

Now the city has developed and approved a tattoo parlor ordinance after a potential tattoo business inquired about coming into Layton.The new ordinance allows tattoo parlors to locate in the city's highway commercial zone as conditional uses. That limits them to portions of Main Street, away from neighborhoods.

The city can't outlaw tattoo parlors because of constitutional rights.
