The extraordinary security is in place, the streets are clean, the flowering trees blooming, sunny weather is assured and the hustlers have been run out of town - Moscow is finally ready for the Reagans.

Scores of streets have been sealed off for security reasons, local un-desirables have been ousted from downtown hotels and even a Soviet air force unit is on standby to seed the clouds should rain threaten to spoil the President Reagan's arrival Sunday for his fourth summit with Soviet leader Mikhail Gorbachev.Within the 48 hours leading to Saturday, most of the hookers, hustlers and black marketeers who haunt downtown hotels like the Intourist and National have vanished. Those two hotels are now being used exclusively to house foreign journalists.
