Utah Supreme Court Justice Richard C. Howe has been elected by the court's other four members to a two-year term as the new associate chief justice, replacing Justice I. Daniel Stewart.

Howe, 64, was appointed to the court in 1980. He also served 18 years in the Legislature, including a term as House speaker and several years in the Senate.A University of Utah Law School graduate, he long practiced law in Murray and served as state Democratic Party chairman.
