There have been 49 inmates in the 39-bed Cache County Jail each day this week, Sheriff Sid Groll told the County Council.
"The increasing overcrowding problem has reached a crisis situation that can no longer be ignored," he said Wednesday night.Bond proposals for construction of a new jail were defeated by voters in 1982 and 1985.
Groll said that since then, the jail population has increased faster than projected.
He said he agrees with the corrections philosophy of more incarceration, but, "the tougher policy does mean more people in jail."
Groll said his short-term proposal would cost about $500,000 and the first priority would be increasing jail personnel from nine to 19 full-time workers.
