A second group of Vietnamese boat people returned to Hanoi Friday as part of a voluntary repatriation program designed to reduce the refugee population in Hong Kong camps.

The government said 68 Vietnamese boarded a chartered jetliner for Hanoi rather than face the likelihood of years of detention in crowded refugee camps in the British colony.More than 31,000 Vietnamese already are held in Hong Kong camps and new arrivals this year have been running at record levels of up to 2,000 a week.
