If the Vietnamese troop pullout from Cambodia is independently confirmed and the constitution rewritten to his satisfaction, Prince Norodom Sihanouk says he will return home as head of state.

Sihanouk, leader of the guerrilla coalition resisting the Vietnamese-backed government, said Wednesday that he expects to decide before November if his conditions have been met.An international commission, to be named at a conference in Paris on July 24-25, must first make sure the Vietnamese withdrawal is genuine, Sihanouk said. Hanoi has promised to pull out its remaining troops by Sept. 30.
