The Canadian government, having weathered the first day of a political storm, begins the task of convincing Canadians and financial markets that its tough budget is the tonic needed for deficit ills.

Prime Minister Brian Mulroney's Conservative government overcame hours of opposition procedural wrangling Thursday and introduced its new budget in the House of Commons a day after details were released prematurely to a televison station.The government, in its first crisis since re-election last November, fended off persistant opposition demands for the resignation of Finance Minister Michael Wilson who they charged was ultimately responsible for the leak.

Still unanswered was how a document in the hands of such a select few civil servants and so closely guarded could have been obtained by a reporter.

The government charged it was theft.
