The paper said the idea was pushed by the Duchess of York, lately tagged "Duchess Dolittle" by the media for working too little and playing too much, and husband, Prince Andrew, who was stung by reaction to what some called insensitive comments made on a visit to Lockerbie, Scotland, in December after the airplane disaster. Buckingham Palace refused comment on the matter.
