The City Council passed the ordinance at its Tuesday meeting, which changes parking limits in the downtown business area to a uniform two hours and eliminates the employee/student parking restriction. Parking violation fines were also increased from $3 to $5.

The change goes into effect immediately. Parking signs will be changed with new decals, said Raylene Ireland, the city's parking committee chairwoman."The parking issue has been a sticky one," said Linda Walton, a member of the parking committee and director of the Association of Involved Merchants in Provo.

An inconsistency in parking hours and problems with correctly identifying students and employees has made it difficult to enforce parking.

The uniform time limit will primarily affect Center Street from Fifth West to Second East and University Avenue from Fifth North to Third South as well as city-owned blocks.
