There's something new at the Geneva Steel plant - a town.

Utah County commissioners have approved a petition of incorporation for Vineyard, the 2,805-acre agricultural and industrial area west of Orem that surrounds the plant.Vineyard residents strongly support the incorporation, said their spokesman, Rulon Gammon.

Homer Chandler, executive director of the Mountainlands Association of Governments, had recommended postponing incorporation until alternatives, such as annexation into Orem, could be studied.

He warned that Vineyard's only stable revenue source - about $80,000 in property taxes from Geneva - is enough to maintain municipal services at current levels, but the need for services probably will grow while Geneva tax revenue could decrease.
