To the editor:

A Deseret News article April 27, refers to cuts in Jordan District's special education services. The Education for all Handicapped Children's Act, P.L. 94-142, mandates a free appropriate education for all handicapped students. School districts must provide these services to all eligible students, regardless of budget constraints.If a child is denied an appropriate program, an appeals process exists to review the denial. The Legal Center for the Handicapped, Utah's Protection and Advocacy System (P&A), can answer questions one may have regarding special education services for children ages three through 21.
