China's population hit 1.1 billion Friday, bringing a new government warning that family planning policies will be tightened to curb population growth that is now "out of control." Officials also declared that rising birth rates, especially in the countryside, threaten to undermine living standards that have risen dramatically during 10 years of economic reform in the world's most populous nation. The Communist Party newspaper People's Daily marked "1.1 Billion People Day" with a front-page editorial and a cartoon of a pregnant woman carrying a heavy burden drawn to represent China's population. Beijing already has abandoned its goal of limiting the population to 1.2 billion by the year 2000, and now expects closer to 1.3 billion - 100 million more mouths to feed than planned.
