Groundbreaking ceremonies were held Tuesday for the Red Cliffs Mall, a 300,000-square-foot retail shopping center anchored by J.C. Penney, Wal-Mart and ZCMI, a spokesman said.

Located between St. George Boulevard and the I-15 Washington interchange, the project is a joint venture of Price Development Co. in Salt Lake and Robacor Associates of Sacramento, Calif.The mall will open in two phases with the 51,000-square-foot J.C. Pen-ney store and a 71,000-square-foot Wal-Mart scheduled to open in March 1990. Enclosed space for about 50 small shops and a 40,000-square-foot ZCMI store will open in August 1990.

DeLaMare-Woodruff-Stephan Associates of St. George and Salt Lake are architects for the enclosed mall, featuring a Southwestern feel in design and furnishings, a spokesman said.

To provide access, local officials have agreed to extend Telegraph Street from the Washington City interchange to connect with St. George Blvd. The extension will be renamed Red Cliffs Drive.
