Ronald V. Twitchell has resigned from the City Council, but Mayor Theron B. Hutchings refuses to discuss it until the council's next meeting April 4.

Twitchell told the Deseret News Tuesday night that he submitted his resignation to the council prior to the council's regular March 7 meeting. That meeting was canceled because the required three members needed to legally hold a meeting were not present.Twitchell said he has changed jobs and can no longer devote what he considers an appropriate amount of time to the position. "People deserve to have someone who will give full time to the position."

"I don't know why the council has not announced it," Twitchell said. He said the official effective date was March 1.

This is the second time in the past week that a Salt Lake area mayor has suppressed announcement of a council resignation. Bountiful Mayor Dean S. Stahle refused over the weekend to make public the resignation of Councilwoman Phyllis Southwick. Southwick submitted her resignation March 8.

Twitchell noted that council member attendance in South Jordan has been a problem in the past. "If you're going to be an elected official, you should be there."

Twitchell said his new job, which he declined to discuss, would involve a lot of travel.
