The European Economic Community has decided to allow member nations to return their envoys to Iran but will continue to ban high-level talks because of the dispute over "The Satanic Verses."

The 12 countries recalled their envoys Feb. 20 in response to Ayatollah Ruhollah Khomeini's order that Moslems seek out and kill Rushdie, author of the novel "The Satanic Verses."Khomeini and many other Moslems consider the novel blasphemous.
