Thai fishermen wave with joy as their trawler enters Thai waters Thursday after having been freed by Cambodia. The pro-Vietnamese government had held 167 for poaching. As a result of years of uncontrolled exploitation, most of Thailand's marine resources have been depleted so its huge fleet often fishes illegally in neighboring countries' waters. Officials said Cambodia also plans to release 91 Thais who illegally tried to mine for sapphires and rubies.
