Lawrence Eagleburger won Senate approval Friday by voice vote as deputy secretary of state, the department's No. 2 position. Eagleburger was approved 19-0 Thursday by the Senate Foreign Relations Committee, but only after sharp questioning from Sen. Jesse Helms, R-N.C., who questioned the nominee's business relations with former Secretary of State Henry Kissinger. Helms has been critical for years of Kissinger's conduct of foreign policy during the Nixon and Ford administrations. Eagleburger was praised for his years at the State Department, including service as ambassador to Yugoslavia and undersecretary of state for political affairs, the department's No. 3 post.
